It has been over nearly one year since concerned PRD 13A resident, Dr. Stephen Shrewsbury, first asked the San Diego County Department of Public Works for answers to a series of questions about PRD13A. What began as a follow-up email to Program Manager Jamie Milani, after a tense meeting on June 30, 2025, at the Fallbrook Library, has evolved into a persistent quest for transparency.

Citizens for Sustainable PRDs and Roads was formed by Dr. Shrewsbury to better represent PRD13A parcel holders who share his concerns about our roadways and he does not claim to represent all property owners in PRD13A.

What is the County’s long-term plan?

  • What about damage caused by utilities, contractors and government agencies using PRD roads?

  • Why not simply increase the current assessment structure?

  • Would current assessments remain in place under a “Special Tax District”?

Did reporter Shannon Handy ever hear back from the entities she left messages for? The County Spokesperson? Desmond’s office? The SDC Water Authority?

  • Following escalation of the issues by Steve to the Director of San Diego County Department of Public Works “DPW,” and a further reorganization of the PRD oversight team under the Head of the Transportation Division, there has been a noticeable improvement in communication with our PRD for which we are grateful.

  • The new DPW PRD Management team promise “accountability and transparency” both of which were lacking previously. We hope to work constructively and collaboratively with them as they tackle the challenges that we (and other PRDs) face.
