Established in 2026, we are a group of concerned residents who—often unknowingly—purchased homes within San Diego County’s Permanent Road Division (“PRD”) 13A, Pala Mesa, in Eastern Fallbrook, one of 67 PRDs in the County.
PRD 13A originated as County Service Area “CSA” 13A in 1968, when the area was primarily agricultural. Responsibility for funding and maintaining local access roads was assigned to private landowners, and those roads were not built to County public road standards.
Today, PRD 13A includes approximately 356 assessed parcels and 17 utility parcels (click), funding the maintenance of 6 miles of roadway, including Wilt Road, Sumac Road, portions of Pala Mesa Drive and Citrus Drive, Brodea Lane, and Sage Road.
Additional smaller roads accessed from these routes remain fully private and are maintained by adjacent property owners.
Prior to 2022, the only revenue made available to PRD 13A was a portion of countywide property tax revenue (ad valorem). While the majority of other PRDs had guidance from the San Diego County Department of Public Works “DPW” to arrange for additional revenue from their own property tax assessments, somehow PRD13A was passed over regarding this option until 2022, 54 years later.
