PRD 13A: The Road to November
What's at Stake
On June 24, 2026, the San Diego County Board of Supervisors voted to place a Special Tax measure for PRD 13A on the November election ballot. We residents either accept the 1200% increase in a “Road-Property Tax” or they WILL dissolve us and we are on our own. Meaning, you fix potholes, culverts and assume the associated liabilities.
The Board's action was despite numerous unanswered questions regarding decades of neglected road maintenance, preventable culvert deterioration and collapse, parcel assessment issues, a lack of long-term County planning, and accountability for past management of the PRD.
This Election Day could have lasting financial and practical consequences for every property owner in PRD 13A.

Why CSPRD Now Supports a "YES" Vote
After the extremely disappointing Board of Supervisors vote on 6/24/2026, CSPRD believes that voting YES on the November Special Tax measure is the best way to preserve PRD 13A while our legal efforts and ongoing discussions with the County continue.
A YES vote does not mean residents are giving up their right to seek accountability or answers from San Diego County. CSPRD remains committed to pursuing these issues and seek greater County accountability, transparency, and responsibility.
Instead, a YES vote helps ensure that PRD 13A remains intact while those matters are resolved. Dissolution of the PRD could significantly reduce future options and create uncertainty regarding the ownership, maintenance, and funding of our roads. We are advocating in order to more adequately fund the PRD and maintain its existence.
CSPRD believes maintaining the PRD provides the strongest position from which residents can continue seeking better long-term solutions, protect access to their properties, and advocate for a fair and sustainable future for PRD 13A.
Ultimately, every property owner must make their own informed decision. We encourage everyone to review the available information, ask questions, and understand the long-term implications before casting their ballot. (Some of the recent information sent to us from San Diego County Dept. of Public Works is incorrect and in areas misleading — we will continue to demand accountability.)
