THE PAST IS THE PROBLEM THAT GOT US HERE
Our formal letter of demand and issues was delivered to the County of San Diego Board of Supervisors, Jim Desmond, Supervisor, District 5, and Marisa Barrie, Director of DPW on March 31st, 2026.
It has been over nearly one year since concerned PRD 13A resident, Dr. Stephen Shrewsbury, first asked the San Diego County Department of Public Works for answers to a series of questions about PRD13A. What began as a follow-up email to Program Manager Jamie Milani, after a tense meeting on June 30, 2025, at the Fallbrook Library, has evolved into a persistent quest for transparency.
At the heart of his inquiry is a $5 million debt (click)(recently increased again to $6,824 million) now claimed and demanded by the County to be immediately allocated to more than 350 PRD13A assessed parcel holders to fund. At that meeting we learned that the $3.6 million county-proposed road repairs from 2021, had ballooned to $5 million for critical repairs/replacement including, 19 of the 42 culverts needed no attention, 13 need replacement ASAP, and 10 need repair or relining.
After contacting over a dozen individuals in many County agencies, the issues we face involve resolution of the past mismanagement while waiting for answers to our many questions about the special tax proposed by the Department of Public Works.
In response, DPW asked to meet with representatives from CSPRD in an effort to avoid litigation. We met with them on May 19th. Visit Updates
